Berwick Borough Council was preparing to fold a decade ago, in 2004, after the Boundary Committee published recommendations for local government reorganisation in Northumberland.

The options were either the creation of a new unitary authority for the whole of the county, or separate authorities based on the Berwick, Alnwick, Castle Morpeth and Wansbeck districts.
